Efreshme Hydra Radiance Rice Milk Toner on a plinth where cobalt and magenta color planes meet, with rice grains and a pool of milky toner

The best rice toner depends on one question: do you want rice and nothing else, or rice plus a job? If you want the most rice in a bottle, buy I'm From. If you are oily or fighting post-acne marks, buy Anua Rice 70 for the niacinamide. If you want hydration and barrier support for under S$13, buy the Efreshme Hydra Radiance Rice Milk Toner, available on our website at S$12.90 for 150ml.

Below are eight rice toners you can actually buy in Singapore or Malaysia this month, what is in each, what each costs, and which skin type it suits. We sell one of them, and we say so where it matters.

What rice actually does for skin

Rice water has a long history in East Asian skincare, and the ingredient holds up in a modern formula. Rice extract carries amino acids, B vitamins, vitamin E and gamma-oryzanol, an antioxidant found mainly in rice bran. Rice ferments and hydrolyzed rice add smaller peptides and sugars that act as humectants, which means they pull water into the top layer of skin.

What you get from a good rice toner:

  • Hydration and a smoother surface. This is the part you notice in the first week.
  • Gradual brightening. Dullness lifts over a few weeks of twice-daily use. Rice on its own is mild; toners that add niacinamide or arbutin do more for dark marks.
  • A comfortable layer under sunscreen. A watery or milky rice toner sits well under SPF in Singapore humidity, which a heavy cream does not.

What rice does not do: exfoliate, rebuild a badly damaged barrier on its own, or fade stubborn pigmentation fast. If a label shouts a big rice percentage and lists little else, you are buying a pleasant hydrating toner, not a treatment. For the toner-versus-essence question, see our toner vs essence guide.

The 8 best rice toners in Singapore and Malaysia

1. Efreshme Hydra Radiance Rice Milk Toner, best value for hydration

S$12.90 / 150ml. This is ours, so read it with that in mind. Rice extract sits high in the ingredient list, with hydrolyzed rice extract and rice amino acids further down. The reason to buy it is what surrounds the rice: sodium hyaluronate, panthenol and hydroxyethylurea for water, ceramide NP with squalane and hydrogenated lecithin for the barrier, and Centella, Houttuynia, licorice and Coptis to calm redness. There is no fragrance in the published ingredient list. It has no niacinamide, so if dark marks are your main problem, Anua or TIRTIR is the better pick. For dehydrated, easily irritated skin that wants one step before moisturiser, it does that job for S$12.90. Available on our website.

2. Anua Rice 70 Glow Milky Toner, best for oily and acne-prone skin

S$19.90 / 250ml at Hush, S$30 at Sephora SG. The viral one, and it earns it. Rice bran water is the first ingredient, backed by niacinamide, three ceramides (NP, AP, EOP), hyaluronic acid and a little arbutin. Fragrance-free and milky without feeling heavy. If you break out and get dark marks after, this is the rice toner to buy. At S$19.90 for 250ml it is the best value per ml on this list, just shop around, the price gap between retailers is wide.

3. I'm From Rice Toner, best if you want pure rice

About S$38.90 / 150ml. 77.78% rice extract from Yeoju, the highest rice content here. It is a single-hero formula: lots of rice, not much else, which suits dull, normal skin that reacts badly to long ingredient lists. Singapore stock is patchy this month. The listing we found was a third-party seller on FairPrice, in-store only, and Watsons SG showed no I'm From items online. At this price per ml it is the most expensive pick on the list.

4. Beauty of Joseon Glow Replenishing Rice Milk, best for combination skin

S$15.80 at Hush, S$27.95 at Watsons SG. Rice extract and rice amino acids with ceramide NP, sodium hyaluronate, panthenol and a touch of kaolin clay, so it leaves a soft sheen rather than wet shine. Shake before use. Watsons SG showed it out of stock online on 25 September, and the price spread between retailers is almost S$12, so compare before you buy. If you are weighing Beauty of Joseon against ours, our Beauty of Joseon serums vs rice milk toner comparison covers that head-to-head.

5. TIRTIR Milk Skin Toner, best niacinamide option under S$25

S$21.50 / 150ml at Hush. Niacinamide and rice bran extract with ceramide NP, panthenol, Centella and witch hazel. TIRTIR suggests layering it twice on dry skin and using it alone on oily skin. The ingredient list is long and includes rosemary and peppermint leaf extracts, so if your skin is reactive, patch test first.

6. Haruharu Wonder Black Rice Hyaluronic Toner, best for dry skin

S$20 / 150ml at Watsons SG, from S$11 at Hush. Fermented black rice with hyaluronic acid, betaine and beta-glucan. It is thicker than the others and feels more like an essence, which dry skin appreciates in an air-conditioned office. Read the current ingredient list if you avoid essential oils, the Watsons SG listing shows lavender oil.

7. SKINFOOD Rice Brightening Toner, best for brightening on a budget

Sold out at Hush SG (listed S$14), RM44.80 / 160ml at Watsons MY. Niacinamide sits high in the list alongside rice extract, rice bran water, panthenol and sodium hyaluronate. A solid brightening toner when you can find it. In Singapore right now, you mostly cannot.

8. Keana Nadeshiko Rice Toner, the Japanese pick for pores

RM79.90 / 300ml in Malaysia. From Ishizawa Lab in Japan: sake ferment, rice bran oil and rice bran extract with sodium hyaluronate, free of fragrance and colourants. Its pitch is tighter-looking pores rather than glow. Don Don Donki stocks it in Singapore, but we could not find an online SG price.

Rice toner for acne-prone and oily skin

Rice toners are safe for breakout-prone skin because they hydrate without heavy oils. The one that does the most for acne-prone skin is a rice toner with niacinamide, since niacinamide helps with oil and with the dark marks breakouts leave behind. That puts Anua Rice 70 first, then TIRTIR and SKINFOOD. A rice toner is not an acne treatment, so keep any prescribed actives in your routine, and clean off sunscreen and sebum properly at night first. A double cleanse with a cleansing balm first does more for clogged pores than any toner.

Rice toner for dry or sensitive skin

Dry skin wants humectants plus something that slows water loss. Look for hyaluronic acid or panthenol and at least one ceramide. The Efreshme Hydra Radiance and Haruharu both fit, and Anua does too if you like a milky texture. If your skin stings easily, skip long botanical lists with essential oils, and patch test anything new on your jawline for two or three days. For more options beyond rice, our hydrating toner guide covers the category, and best Korean toners ranks the wider K-beauty shelf.

How to use a rice toner

  1. Cleanse. If you wore sunscreen or makeup, double cleanse at night.
  2. Apply 4 to 6 drops. Pour into your palm or onto a cotton pad and press over face and neck. Pressing wastes less than swiping.
  3. Layer if you are dry. A second pass once the first has sunk in gives more hydration.
  4. Seal it in. Moisturiser while skin is still slightly damp. In the morning, finish with SPF.

Twice a day is fine for most skin. These are hydrating toners, not acid toners, so you are not over-exfoliating by using one morning and night. For a full step-by-step, see our glass skin routine.

Buying rice toner in Malaysia

Watsons Malaysia is the easiest place to start. On 25 September it had the Anua Rice Milky Toner 150ml at RM51.85 (usually RM61) and SKINFOOD Rice Brightening 160ml at RM44.80 (usually RM64). Keana Nadeshiko sells for RM79.90 for 300ml at Tokyoninki. TIRTIR Milk Skin Toner turned up only through cross-border sellers at around RM150, which is far above its Korean price, so wait for a local listing rather than paying that.

FAQ

Which rice toner is best?

For most people, Anua Rice 70 Glow Milky Toner, because it adds niacinamide and ceramides to the rice. For pure rice, I'm From. For dehydrated or reactive skin on a budget, the Efreshme Hydra Radiance Rice Milk Toner at S$12.90 for 150ml.

What does rice toner do for your skin?

It hydrates, smooths the surface and brightens gradually. Rice carries amino acids, B vitamins, vitamin E and gamma-oryzanol, an antioxidant. It is a daily glow step, not a fast fix for pigmentation.

Is rice toner good for acne-prone skin?

Yes, as a hydrating step. Pick one with niacinamide, such as Anua Rice 70, TIRTIR or SKINFOOD, which helps with oil and post-acne marks. It does not replace acne treatment.

Is rice toner good for oily skin?

Yes. A watery or light milky rice toner hydrates without heavy oils, which helps oily skin in Singapore humidity. Beauty of Joseon adds a little kaolin if shine is your main issue.

Anua or I'm From rice toner?

Anua if you want brightening and barrier support, since it adds niacinamide and three ceramides. I'm From if you want the highest rice content with the shortest ingredient list. In Singapore this month, Anua is also easier to find and cheaper per ml.

Can I make rice water toner at home?

You can, but homemade rice water has no preservative, so bacteria grow in it quickly. Keep it in the fridge and throw it out after a day or two. A bottled rice toner is safer and far more consistent.

Can I use rice toner twice a day?

Yes. Rice toners are non-exfoliating, so morning and night is fine.

How long until rice toner shows results?

Hydration and smoothness show within a week of twice-daily use. Brightening takes a few weeks and is gradual.

Where can I buy rice toner in Singapore?

Hush, Sephora SG and Watsons SG carry most of the Korean picks, with prices that differ widely between them. Don Don Donki stocks the Japanese Keana toner. The Efreshme Hydra Radiance Rice Milk Toner is sold on our website.
