You can live in 80 percent humidity and still have dehydrated skin. It shows up as a face that feels tight after cleansing, looks flat by mid-morning, and is somehow shiny and breaking out by lunch. Most people reach for a richer cream, which adds oil to skin that was short on water, and the shine gets worse.
A hydrating toner is the cheapest fix for that. This guide covers how to tell dehydrated skin from dry skin, what a hydrating toner does, the ingredients worth paying for, and six toners you can buy in Singapore and Malaysia right now, with prices we checked on 26 September 2026.
The quick verdict
Buy a toner with humectants high on the ingredient list and no drying alcohol, pat it onto damp skin, and seal it with a moisturiser within a minute. That is the whole method. Which bottle depends on your skin and budget:
| If you are | Buy | Why |
|---|---|---|
| Oily but tight and dull | Torriden DIVE-IN Toner | Watery, fast to absorb, and the cheapest per ml of the six |
| Properly dry or dry in aircon all day | Hada Labo Premium Hydrating Lotion | Thicker, serum-like lotion with seven types of hyaluronic acid |
| Sensitive or reactive | Pyunkang Yul Essence Toner | Seven ingredients, no fragrance, very little to react to |
| Dry and short on time | Laneige Cream Skin Refiner | Milky toner with ceramide and squalane that can stand in for a light moisturiser |
| Wanting a hydrating toner with a soft glow finish | Efreshme Hydra Radiance Rice Milk Toner | Humectants plus rice, centella and a ceramide in a milky format, S$12.90 for 150ml |
Dehydrated or dry? They are not the same thing
Dry skin is a skin type. It makes too little oil, so it feels rough, flaky and sometimes itchy. Dehydrated skin is a condition. It is short on water, and any skin type can have it, including oily skin. Oily and dehydrated at the same time is the most common version we hear about in Singapore.
The tells are different. Dehydrated skin looks dull, feels tight after washing, shows fine crisscross lines when you smile, and often still gets shiny by midday because the skin makes more oil to compensate. Dry skin flakes and stays matte. A rough check: gently pinch the skin on your cheek. If it creases and is slow to smooth out, you are short on water.
This matters because the fixes are opposite. Dry skin needs oil. Dehydrated skin needs water first, and a heavy oil-based cream on dehydrated, oily skin often means clogged pores and more breakouts.
Why Singapore skin gets dehydrated in the humidity
Outdoor humidity is not what touches your face for most of the day. Air-conditioning is. An aircon unit cools a room partly by pulling moisture out of the air, so offices, malls and MRT cabins are drier than the street outside. The drier the air, the faster water evaporates out through your skin, which dermatologists call transepidermal water loss.
Moving between a hot, sweaty walk and a cold, dry office all day keeps your barrier from settling. Add sun, a foaming cleanser twice a day, and actives like retinoids or acids, and oily Singapore skin ends up dehydrated. A toner is the easiest place to put water back because it is light, absorbs in seconds in the heat, and does not sit on your face like a cream you would not want to wear at noon.
What a hydrating toner actually does
It is not the old astringent toner that stripped your face and smelled of alcohol. A hydrating toner does two jobs. Humectants such as glycerin and hyaluronic acid pull water into the top layers of skin. Then a barrier ingredient, or the moisturiser you put on next, slows that water from escaping again.
Skip the second step and most of the hydration evaporates. That is why so many toners feel lovely going on and do nothing by lunch. The toner is the water step, not the whole routine. If you want the full breakdown of where a toner ends and an essence begins, read our toner vs essence guide.
The ingredients worth paying for, and the one to avoid
Glycerin is the quiet workhorse. It is cheap, well studied, and often does more of the hydrating than the headline ingredient. Hyaluronic acid (often listed as sodium hyaluronate) holds a lot of water and gives the instant plump. Toners that use several molecule sizes aim to hydrate at more than one depth. Panthenol (provitamin B5) and allantoin soothe. Ceramides, squalane and lecithin support the barrier so the water stays in. Centella and licorice calm redness.
Avoid denatured alcohol (alcohol denat. or SD alcohol) near the top of the list. A little can help a formula absorb, but as a main ingredient it dries out exactly the skin you are trying to hydrate. If you are sensitive, check for fragrance and essential oils too. Read the ingredient order, not the front label: whatever is listed first is there in the biggest amount.

Torriden DIVE-IN Toner: best value for oily, dehydrated skin
Watery, absorbs almost instantly, and leaves nothing tacky under sunscreen. It layers five forms of hyaluronic acid with panthenol and allantoin, with no fragrance in the ingredient list. At S$15 for 300ml at Hush it is the cheapest per ml here by a distance. If your skin is oily and tight and you just want water back, start here.
Hada Labo Premium Hydrating Lotion: best for dry skin and long aircon days
The Japanese pick, and the one people mean when they search "Hada Labo toner". It is thicker than the Korean waters, closer to a light serum, with seven types of hyaluronic acid. Watsons lists it as free of fragrance, mineral oil, alcohol and paraben. It can feel slightly sticky on oily skin in the heat, so oily types should use one thin layer and dry types can build two or three. S$27.20 at Watsons SG, or S$25.15 for the standard Hydrating Lotion.
Pyunkang Yul Essence Toner: best for sensitive skin
Seven ingredients, led by astragalus root extract, and nothing you are likely to react to. It is a little thicker than water and very plain in the best way. If your skin flares when you look at it, this is the safe bottle. Hush lists it from S$10.80 to S$13.30 depending on size.
Dear, Klairs Supple Preparation Unscented Toner: best all-rounder for calming
A long-time favourite that pairs hyaluronic acid with beta-glucan, panthenol and centella. Buy the Unscented version. The original Facial Toner lists lemon, lavender and orange peel oils, which is the opposite of what reactive skin wants. About S$19 to S$21.90.
Laneige Cream Skin Cerapeptide Refiner: best for dry skin that skips moisturiser
A milky toner with Ceramide NP, hyaluronic acid, squalane and a peptide. It is rich enough that some people with normal skin use it as a light moisturiser in the day. It is also the most expensive per ml here: S$49 usual, S$39.20 on promo at Laneige SG on the day we checked.
Efreshme Hydra Radiance Rice Milk Toner: best if you want hydration and a soft glow
This is ours, so read it with that in mind. The hydration comes mainly from glycerin and two glycols near the top of the list, with sodium hyaluronate, panthenol and hydroxyethylurea further down. Ceramide NP, squalane and lecithin support the barrier, and centella, licorice and houttuynia calm the skin. Rice extract, hydrolyzed rice and rice amino acids give it the milky, soft-glow finish. There is no fragrance in the published ingredient list. It does contain a small amount of aluminium chloride as an astringent and caramel colour, so skip it if you avoid either.
It is S$12.90 for 150ml, available on our website. For a closer look at rice as an ingredient and how our toner compares with the popular Korean rice toners, see our rice toner guide.
Per ml, we are not the cheapest toner here
Torriden at Hush works out to about S$0.05 per ml. Pyunkang Yul at its 200ml size is around S$0.07. Ours is S$0.086. If all you want is the most watery hydration per dollar, buy the Torriden. What our bottle adds is the milky rice finish, a barrier layer and a soothing stack in one step for S$12.90, which is the reason to pick it, not the per-ml number. If you want the wider Korean field ranked, including Anua Heartleaf and Round Lab Dokdo, our best Korean toner roundup covers them.
How to use a hydrating toner
Apply it to skin that is still slightly damp from cleansing, because the humectants pull that surface water in with them. Use your palms and press it in rather than wiping with a cotton pad, so less ends up on the pad. Then seal within a minute with a serum or moisturiser, before the water evaporates.
For skin that is properly parched, layer it. The Korean "7-skin" method means several thin layers of the same toner, each pressed in before the next. You do not need seven. Two to four light layers is enough for most people and is the base of a glass-skin finish, which we break down in our glass skin routine for Singapore humidity. Oily skin in the heat usually does best with one or two layers.
Pick by skin type
Oily and dehydrated: this is most of Singapore. Go watery, skip heavy oils, and use a gel moisturiser on top. Torriden or our rice milk toner.
Dry: hydrate with the toner, then seal with a richer cream, since you are short on oil as well as water. Hada Labo Premium or Laneige Cream Skin.
Sensitive or reactive: keep the ingredient list short and fragrance-free. Pyunkang Yul or Klairs Unscented.
Combination: toner everywhere, heavier cream only on the dry cheeks. Let the toner do the work on the T-zone.
For readers in Malaysia
The same bottles are on Watsons MY and the official brand stores, with bigger promo swings than in Singapore. On 26 September 2026, Watsons MY had Hada Labo Premium Hydrating Lotion 170ml at RM52.50 (usually RM75.00) and Torriden DIVE-IN Toner 300ml at RM68.60 (usually RM98.00). Laneige Cream Skin Cerapeptide Refiner was RM147.00 on Laneige MY. Pyunkang Yul and Klairs are easiest to find on Shopee MY official stores, where prices move often, so check the seller is the brand's own store before buying.
FAQ
What is a hydrating toner?
A watery or milky toner that adds water to your skin after cleansing, using humectants such as glycerin and hyaluronic acid. Unlike old astringent toners, it does not strip oil or contain much alcohol.
Can oily skin be dehydrated?
Yes, and in Singapore it usually is. Dehydration is a lack of water, not oil. Oily skin can overproduce oil to compensate, which leads to more shine and breakouts. A hydrating toner adds the water without adding grease.
Which hydrating toner is best?
For oily, dehydrated skin, Torriden DIVE-IN Toner, which is also the cheapest per ml. For dry skin, Hada Labo Premium Hydrating Lotion. For sensitive skin, Pyunkang Yul Essence Toner. For hydration with a soft glow finish, the Efreshme Hydra Radiance Rice Milk Toner at S$12.90.
Is a hydrating toner enough on its own?
No. It is the water step. Without a moisturiser or serum on top, most of that water evaporates within the hour.
Hydrating toner or hyaluronic acid serum?
A good hydrating toner covers the daily need for most people. Add a hyaluronic acid serum only if your skin still feels tight after toner and moisturiser.
Hada Labo or Torriden?
Torriden if your skin is oily or you hate any stickiness in the heat. Hada Labo if your skin is dry or you sit in aircon all day and want a thicker, more cushioning layer.
Can I use a hydrating toner twice a day?
Yes. Hydrating toners are non-exfoliating, so morning and night on damp skin after cleansing is fine.
Does Singapore's humidity mean I can skip hydration?
No. Air-conditioning, sun and heat pull water out of your skin however humid it feels outside, so you still need a daily water step.
Where can I buy a hydrating toner in Singapore?
Watsons SG carries Hada Labo and Klairs, Hush stocks Torriden, Pyunkang Yul and Klairs, and Laneige sells through its own SG site. The Efreshme Hydra Radiance Rice Milk Toner is sold on our website.
Dehydrated skin in Singapore is a water problem made worse by air-conditioning, not a dry-skin problem. Put the water back with a hydrating toner, press it into damp skin, and seal it fast. If you want one bottle that hydrates, calms and leaves a soft glow, the Efreshme Hydra Radiance Rice Milk Toner is available on our website at S$12.90 for 150ml.
